Karl,
Since you did not see my previous post for this, I am giving the possible problem:
From the error message you are getting, only possibility I can see is - the entry in admindata.xml is somehow is not being read into memory by the parser (since you said you have entry in the .xml file). Could you check in to all records between <admins> .. </admins> and see if there is any entry with some special characters that could cause parser to fail.
You could also try from another locally connected DominoConsole "Edit->Controller Access" and see if that user is shown. If the user is not there, parser is not reading file properly. If user is there, then we have to see why it is giving that error for you.
